Looking ahead to 2030, the dual-eligible landscape is expected to undergo significant transformations driven by policy reforms, state integration efforts, and evolving value-based care models. Anticipated changes include greater alignment between Medicare and Medicaid, expanded Dual Eligible Special Needs Plans (D-SNPs), and enhanced data-sharing regulations to promote more seamless care transitions. Additionally, as the population of aging and disabled individuals grows, there will be a stronger emphasis on long-term services and supports (LTSS), home- and community-based services (HCBS), and innovative payment models that reward quality outcomes over volume-based care.
